For Teens (Under 18)

Minnesota requires all drivers under 18 to complete a driver's education program before getting licensed. Here's the process:

  • Step 1: Complete 30 hours of classroom instruction (online or in-person) at a state-approved school.

  • Step 2: Register for behind-the-wheel instruction and receive your Blue E-Card.

  • Step 3: Pass the Knowledge Test at a DVS exam station to get your Instruction Permit (age 15+).

  • Step 4: Complete 6 hours of behind-the-wheel instruction with a certified instructor.

  • Step 5: Log 40-50 hours of supervised driving with a parent/guardian.

  • Step 6: Receive your White E-Card and take the Road Test (age 16+).

For Adults (18+)

Adults 18 and older are not required to take classroom instruction (though a bill is pending to change this for 18-20 year olds). Here's the process:

  • Step 1: Study the MN Driver's Manual and pass the Knowledge Test to get your Instruction Permit.

  • Step 2: Hold your permit for the required period — 6 months (age 18) or 3 months (age 19+).

  • Step 3: Practice driving. Behind-the-wheel lessons are optional but highly recommended.

  • Step 4: Pass the Road Test at a DVS exam station.

  • Tip: Adults who fail the road test 4 times are required to take 6 hours of professional BTW training.

For Immigrants & New Residents

Since October 2023, all Minnesota adults can apply for a standard Class D driver's license regardless of immigration status (under the "Driver's License for All" law).

  • You can use a valid foreign driver's license to take the Knowledge Test.

  • The Knowledge Test is available in 8 languages: English, Spanish, Somali, Hmong, Vietnamese, Russian, Karen, and ASL.

  • You'll need proof of identity, your SSN, and proof of MN residency.

  • If you have a foreign license, you may not need to hold a permit before taking the road test.

Document Checklist

When you visit a DVS exam station, bring these original documents:

  • Proof of Identity & Date of Birth: U.S. or foreign passport, certified birth certificate, visa, or other approved ID.

  • Social Security Number: You must provide your SSN on the application.

  • Proof of Minnesota Residency: Utility bill, bank statement, or property statement showing your current MN address.

Note: All document requirements and license issuance are handled by Minnesota Driver and Vehicle Services (DVS), not by driving schools.
